Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
The Executive Office of the Director General and the Deputy Director General is responsible for the efficient coordination of strategic goals across the directorates of the UPU as well as with external stakeholders, including the UN common system. In addition, it coordinates the Director General and Deputy Director General's external and internal official engagements and commitments advising and monitoring progress.

Under the general authority of the Director General, the incumbent assists the Director General in managing the International Bureau by coordinating the work of the different directorates with the overall aim to facilitate programme delivery and to enhance the reputation of the UPU for technical excellence.

The incumbent also provides authoritative technical and strategical advice and guidance in the areas of Research and Strategy, Governance, Internal Control and Management Information Systems, Communication, Protocol and Institutional Events Management as well as Cabinet and Councils Affairs.

The incumbent has the overall responsibility of the Directorate’s activities as well as budgetary and human resources-related issues.

1. General Management
- Leads and coordinates all the programmes and activities of the joint office of the Director General and Deputy Director General and assures the quality and timeliness of the delivery on the objectives;
- Coordinates and monitors on behalf of the Director General the work of the various directorates to ensure harmonized strategic planning, implementation, monitoring and evaluation of its activities;
- Builds and promotes relations with all internal and external stakeholders to facilitate the implementation of its objectives;
- Oversees the preparation and organization of official missions and public engagements of the Director General /Deputy Director General, as well as visits of high ranking officials to the International Bureau.

2. Research and Strategy Programme
- Oversees the design, development, formulation, implementation, monitoring and evaluation of the UPU’s Strategy, in consultation with other directorates, postal industry stakeholders and key stakeholders in member countries (e.g. Governments, Regulators, postal operators);
- Oversees the undertaking of in-depth analysis and economic research relevant to the postal sector in support of the work of the UPU Council of Administration and the Postal Operations Council;
- Plans and manages the UPU Regional Strategy Conferences involving governments and postal sector decision-makers and stakeholders;
- Plans and manages UPU strategy visioning sessions (think tank) involving research institutions and researchers;
- Leads and coordinates postal statistics data collection and analysis to mainly support economic postal research.

3. Governance, Internal Control and Management Information Programme
- Sets the vision for evaluation in the UPU by setting and monitoring the performance standards for evaluation;
- Oversees the coordination of managing various internal control systems;
- Oversees the coordination of the implementation and monitoring of internal and external audit recommendations;
- Oversees the coordination of activities related to ethics;
- Oversees the implementation of the general policy with respect to the United Nations system in general;
- Oversees the implementation of the recommendations of the Joint Inspection Unit;
- Directs the interpretation/implementation of UN decisions and policies within the UPU and initiates/coordinates joint initiatives with other UN organizations;
- Oversees the UPU's contribution to UN activities, including the Joint Inspection Unit; coordinates the preparation of the Director General's participation in the Chief Executives' Board (CEB) and other high-level meetings of UN agencies.

4. Communication
- Coordinates and leads the conceptualization, design, implementation, monitoring and evaluation of the UPU communication strategy, programmes and activities, covering traditional media, social media and web;
- Provides technical and policy authoritative advice on highly complex public information and communication issues;
- Acts as leading spokesperson for the Director General, as needed;
- Provides authoritative advice to the Director General on internal communication.

a. Speeches
- Leads and coordinates the preparation of speeches, statements, position papers and briefing materials for the Director General;
- Writes speeches in exceptional cases when dealing with highly sensitive or political aspects.

5. Protocol and Institutional Events Management
- Leads and coordinates the preparation and organization of major institutional events at highest level; e.g. Universal Postal Congress, the Strategy Conference, etc.;
- Coordinates tasks related to protocol, liaison, representation and official ceremonies, at highest level;
- Coordinates the contacts with the host government, diplomatic corps, and VIPs;
- Oversees the organization of receptions for diplomatic corps hosted by the Director General; e.g. World Post Day.

6. Cabinet and Councils Affairs
- Manages the political dimension of the business of the Council of Administration (CA), its Management Committee, Coordination Committee, Postal Operation Council (POC) and Congress;
- Leads and coordinates the preparation and organization of the CA, POC, Congress and other Committees focusing on political and highly sensitive issues, excluding technical areas;
- Anticipates problems of strategic or political nature that could arise before, during and after high ranking meetings, sessions and conferences; such as Council of Administration, Postal Operation Council, Regional Strategic Conferences and Congress;
- Analyses such matters of strategic, political or of other highly sensitive nature, and provides authoritative advice to the General Management/Secretary General and Chairs with regard to recommended solutions;
- Liaises with the Council Chairs on all political aspects;
- Coordinates liaison with representatives of member countries;
- Assist the General Management in the conduct of the Councils Affairs.

7. Resources Management
a. Management of the Directorate
- Leads and manage the Directorate ensuring coordination and oversight of the work programmes, promoting an environment of professional inquisitiveness, anticipating new challenges, seeking solutions and evaluating their effectiveness, demonstrating to the Director General, member countries and other stakeholders a commitment of excellence;
- Recommends the appropriate organizational structure of the Directorate, assigning staff and financial resources based on priorities and workload;
- Initiates the development and implementation of the Directorate’s work plan, including forecasts, priorities and anticipated requirements in terms of human and financial resources;
- Achieves annual service targets and ensures the Directorate performs within budget obtaining efficiency gains;
- Ensures that all policies, processes and procedures, workflows and systems in place are relevant and cost effective;
- Establishes a culture of continuous improvement in the Directorate.

b. Human Resources
- Leads, motivates and guides a multidisciplinary and multicultural team. Establishes their work plans and performance objectives, provides regular feedback on their performance, recognizes good performance and addresses unsatisfactory performance issues;
- Fosters integration and teamwork.

c. Financial Resources
- Directs and supervises budget preparation, implementation, management and reporting;
- Establishes management information systems to monitor use of resource and related performance and accountability.

8. External Relations
- Represents the UPU at various forums as well as in international, regional and national meetings in areas under his responsibility.
QUALIFICATION AND SKILLS REQUIRED
Education:
Advanced university degree (master or equivalent) in management, business, public administration, international relations, political science, economy or a related field.
Experience:
Over 10 years of professional experience in one or more of the areas covering the position, including at least five years at senior level managing a multidisciplinary programme. Experience in the service industry would be an asset.
Technical knowledge:
- Knowledge of the areas covering the position.
- Knowledge of policy and strategy formulation.
- Knowledge of international postal sector and its current and future challenges and opportunities.
- Knowledge of political and diplomatic relations and situations among member countries.
Skills and abilities / competencies:
- Ability to work in an international environment with staff of different cultural, educational and religious background.
- A proven track record of high-level leadership and communication skills, people management and team working skills.
- Capacity to develop and maintain relations with high-ranking representatives of member countries and international organisations.
- High sense of political sensitivity, professional integrity and impartiality.
- Strong representational abilities.
- Ability to drive change and improvement.
- Excellent judgement and decision-making abilities.
- Ability to prepare and deliver complex and high level messages.
- Knowledge of strategic negotiation skills.
Language skills:
French is the official language of the UPU. English and French are the working languages of the UPU International Bureau. For this post, proficiency in English or French is required. Knowledge of the other language would be an advantage. Training will be mandatory in order to acquire the required level of the second language in a reasonable time frame.
Additional Information:
Annual salary:(Net of tax)
USD 107,150.00

Post adjustment: The percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. As a reference, the post adjustment for the month of January 2017 is 76.5%.
