Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary
forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and
services.
Main duties:
Under the supervision of the Director, carry out research and analyses and give opinions in the various fields of law relating to the functions, structures and activities of the UPU and its bodies, with emphasis on contractual matters as well as human resources issues.

1. On the basis of established guidelines and for use in the preparation of legal opinions, studies, briefs, reports and correspondence, carry out research and prepare drafts on legal issues relating to the functions structure and activities of the UPU.

2. Select and analyze relevant international and national legal materials from identified sources or collections for the preparation of reports or studies thereon of for their classification as reference material

3. Provide preliminary interpretation of legal instruments, such as constitutions, statutes, treaties, agreements, regulations and rules, resolutions or other legal materials relevant to the work of the UPU.

4. Give legal advice on issues of limited scope, such as application of laws or administrative rules and regulations.

5. Provide opinions and assistance in resolving legal or procedural issues during meetings, taking into account established practice.

6. Provide secretariat services to various committees and other bodies, dealing with issues that fall within the competence of the Directorate or the UPU by :
- Preparing background documents, reports, papers and other documents ;
- Providing a summary of opinions of members countries and designated operators and practices on specific issues ;
- Revising the legal aspects of correspondence, agreements and other texts submitted to the Directorate for comment or approval ;
- Preparing elements of legal instruments, such as draft UPU Acts, rules of procedure, regulations and rules, resolutions and other documents of a legislative nature, taking into account established practices.
QUALIFICATION AND SKILLS REQUIRED
Education:
University degree in law (Bachelor's level); Master's level is an asset
Experience:
At least two years of professional experience in an international legal environment.
Technical knowledge:
- Good knowledge of private international law and contract law

- Good knowledge of public international law

- Good knowledge of intellectual property law

- Good knowledge of staff/administrative law (particularly in what pertains to the UN Common System)

- Command of drafting techniques for writing legal documents of all sorts (as well as reports and recommendations) and oral presentation skills

- Proficiency in computer skills (Office tools, Word and PowerPoint or equivalent applications), information databases, Internet/Intranet services and library sources.

Language skills:
Proficiency in English or French. Knowledge of the other language would be an advantage

Monthly salary: (Net of tax)
7'242.75 CHF
