Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
|
Main duties:
Under the supervision of the Accounting and Treasury Programme Manager: - Organize and supervise accounting and treasury operations and reporting by cooperatives/initiatives/entities under the responsibility of the incumbent (Union, Postal Technology Centre, Express Mail Service, voluntary fund for technical cooperation, translation services); - Lead the team reporting to the incumbent.
1. Accounting - Audit accounting entries and activities; - Sign off accounting records, ledgers and payments; - Check, analyze and sign off monthly financial management reports; - Initiate corrective actions where necessary; - Prepare and supervise the preparation of closing documents (end-of-year funds, pre-paid expenses and deferred charges, allocation of profits, etc.).
2. Treasury - Monitor the treasury situation of accounts under the responsibility of the incumbent; - Oversee the short-term investment operations of those accounts with partner banks in accordance with internal rules.
3. Reporting/analysis - Collate information; - Produce financial statements (monthly, quarterly and annual reports); - Analyze and comment on the content of those reports and make recommendations; - Prepare and oversee the preparation of documents for the external auditors, and be on hand to provide information and justifications.
4. Management/team leadership - Lead and motivate teams under the responsibility of the incumbent; - Organize work and provide technical support where appropriate; - Set annual objectives and evaluate performance; - Ensure the ongoing development of staff members; - Manage leave, absences and replacements, as well as overtime.
5. Other - According to needs and projects, propose and take part in projects and help to establish new work processes.

QUALIFICATION AND SKILLS REQUIRED |
Education: Bachelor's degree or equivalent in accounting, financial management, auditing or economics. |
Experience:
Five years' proven experience of general accounting in an international environment.

Technical knowledge:
- Very good knowledge of accounting software. - Sound knowledge of accounting rules and standards applicable to international organizations (UNSAS and IPSAS). - Proficiency in Excel. - Knowledge of other programs such as Word, Outlook, PowerPoint.

Skills and abilities / competencies:
- A head for figures. - Attention to detail. - Ability to organize and plan work. - Leadership and team-building. - Aptitude for written and oral communication (presentation of reports, etc.). - Ability to propose new working methods.

Language skills:
Proficiency in English or French. Knowledge of the other language would be an advantage.
