Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties:
Under the supervision of the director, the incumbent of the post:
- Designs and formulates strategies and policies in the area of postal supply chain operations;
- Coordinates and leads actions necessary for the development of postal supply chain operations in alignment with best practices in the area;
- Directs, coordinates and manages the programmes under his/her responsibility (Customs and Transport, Postal Security and Addressing Solutions);
- Represents the UPU to external organizations in areas related to the postal supply chain;
- Serves as secretary for related UPU bodies.

1) Strategy
- Designs and develops overall strategies and policies to be implemented by UPU bodies, UPU member countries, designated operators and the restricted unions to enhance postal supply chain operations worldwide;
- Assesses the changing requirements in supply chain operations so that the postal community can enhance its capacity to meet the highest level of demand on the market;
- Develops, monitors and evaluates action plans to be carried out by various stakeholders (UPU bodies, UPU member countries, designated operators and the restricted unions) to enhance postal supply chain operations, including increased application of electronic data exchange;
- Prepares white papers and similar documents to raise awareness on the importance of the global postal supply chain as a key component of global trade facilitation, and promotes the issue among external stakeholders.

2) Coordination
- Internal to International Bureau (IB)
a. Coordinates and leads, with other IB directorates and all DOT programmes, issues related to postal supply chain operations to ensure the effective implementation of actions to enhance postal supply chain operations, including increased application of electronic data exchange.

- External to IB
a. Defines, in collaboration with external organizations, rules regarding international supply chain operations to ensure that the UPU's postal supply chain operations are compatible with international rules and best practices;
b. Coordinates, with external stakeholder organizations, matters necessary for the effective implementation of UPU postal supply chain operations;
c. Ensures, in cooperation with other IB directorates, the transfer of know-how and best practices to designated operators for the enhancement of postal supply chain operations in the respective countries through regional projects as well as support for their capacity-building activities;
d. Negotiates and develops cooperation agreements.

3) Supervision
Manages and directs a multidisciplinary team of professionals in all programmes under his/her responsibility by providing specialized and authoritative advice and guidance on:
- Fostering team spirit among staff members;
- Formulating and implementing project plans;
- Defining, assigning and monitoring annual objectives to programmes and their staff members;
- Developing and managing budgets;
- Resolving sensitive and complex issues.

4) Representation
- Represents UPU's position or negotiates on the UPU's behalf at international meetings in the field of postal supply chain operations;
- Builds relations and strengthens cooperation with external strategic partners and other international organizations;
- Raises the profile of the UPU and its postal supply chain operations at external forums.

5) Secretariat for UPU bodies
- Oversees the quality and content of documents prepared by the programmes for submission to the UPU bodies;
- As secretary or official responsible, coordinates the organization of the meetings of the dedicated groups and committees, including the preparation of documents and reports and distribution of information, provides advice and guidance to chairs, and ensures follow-up and implementation of decisions and recommendations.
QUALIFICATION AND SKILLS REQUIRED
Education:
Master's degree (or equivalent) or bachelor's degree (or equivalent) from a university in public administration, management, economics, logistics, supply chain or similar.
Experience:
Experience (10 years with a master's degree or 12 years with a bachelor's degree) in international supply chain services (either postal service logistics or cargo/express service logistics) at managerial level and preferably at international level.
Technical knowledge:
- Excellent knowledge of international supply chain services, covering cross-border transportation, customs, security and distribution.
- Extensive knowledge of international regulations and standards governing cross-border transportation, customs, security and distribution.
- Excellent knowledge of international project management.
- Good knowledge of economic issues related to the duties of the position.
- Familiarity with international organizations; experience acquired through participation in the meetings of those bodies would be an advantage.
- Familiarity with UPU bodies would be an advantage.
Skills and abilities / competencies:
- Excellent interpersonal and written/oral communication skills.
- Ability to manage complex technical issues.
- Leadership skills, ability to foster an environment that promotes professionalism and innovation.
- Result-oriented.
- Ability to foresee threats facing the postal sector and take corrective action.
- Vision to take a long-range view and build a modern and forward-looking postal sector.
- Ability to think strategically and build partnerships in the interest of the postal sector.
Language skills:
Proficiency in English or French. Knowledge of the other language would be an advantage.

Training will be mandatory in order to acquire the required level of the second language in a reasonable time frame.

Annual salary: (Net of tax)
81,704 USD
87,948 USD with primary dependants
Post adjustment: 91 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
