Organizational Context:
Plan, organize and evaluate technical cooperation projects and programmes for the countries of the Caribbean, as well as training projects through the e-training system "Train Post". Conduct this work so as to ensure that technical assistance is provided in accordance with the Directorate's objectives and strategy.
Main duties:
1) Implementation of DCDEV strategy/advice and budgetary responsibilities

Implementing strategy/advice

1.1 Analyze the level of development of postal services in the countries of the Caribbean and help to prepare the regional development plan (RDP).
1.2 Coordinate the formulation and implementation of RDP projects involving other internal and external partners.
1.3 Act as adviser for the International Bureau in the area of regional postal development.
1.4 Respond to requests from designated postal operators and other partners concerning development cooperation and provide them with information and advice.
1.5 Propose expenditure commitments for all the activities provided for and provide assistants with guidelines for their preparation.

Budgetary responsibilities

1.1 Evaluate the financial consequences of the activities proposed and prepare budget estimates.
1.2 Monitor the implementation status of the budgets allocated and help to prepare the relevant reports.

2) Deployment and management of projects

2.1 Plan and evaluate implementation of the projects.
2.2 Draft project documents and supervise their formatting and distribution (UPU, UPU/Restricted Unions, others).
2.3 Prepare requests for the recruitment of consultants, establish or revise their terms of reference, submit recruitment proposals to the Programme Manager and the Director, and brief consultants.
2.4 Examine and revise consultants' reports, draft letters for the transmission of these reports, with recommendations intended for the authorities concerned.
2.5 Contact institutions and countries with a view to obtaining placements for individual fellows and study their reports.
2.6 Identify the equipment and materials required by beneficiary countries and coordinate the preparation of purchase requests.
2.7 Coordinate the implementation of group training activities.
2.8 Coordinate and monitor the work assigned to the Regional Coordinator for the countries of the Caribbean and propose evaluations on the services rendered.
2.9 Handle certain items of correspondence with countries in the region concerned dealing with implementation of projects.

3) On-site and distance training

3.1 In line with needs, participate in the implementation of UPU strategies and projects in the field of development cooperation and in the training of the human resources of the postal operators and regulators of developing countries.
3.2 Coordinate the evaluation of projects, as appropriate.

4) Other duties

4.1 Organize and participate in regional meetings and represent the UPU on these occasions, if need be.
4.2 Prepare briefing documents for Directorate missions.
4.3 Contribute to the work of Union bodies.
4.4 As needed, carry out and manage emergency assistance to countries following conflicts or natural disasters.
QUALIFICATION AND SKILLS REQUIRED
Education:
- First level university degree (Bachelor) or diploma from an equivalent educational institution in economics, international relations, international finance or corporate management.

- Optional: management training in the postal field received from a public or private operator or sector organization.
Experience:
Five years' experience of managing projects, ideally in the postal sector, or five years' experience in the field of development cooperation in a sector organization and/or international organization.
Technical knowledge:
- Very good knowledge of economic situations and regional policies.

- Sound knowledge of analysis techniques.

- Sound knowledge of project management techniques.

- Good knowledge of techniques relating to finance, impact assessment, accounting and management control.

- Knowledge of drafting and written communication techniques.

- Sound knowledge of office tools.
Skills and abilities / competencies:
- Work organization and planning.

- Ability to design new management and follow-up tools (indicators, charts, etc.).

- Ability to analyze situations and case files.

- Ability to be attentive to and to identify action opportunities.

- Flexibility and management of priorities.

- Ability to manage stress.

- Ability to communicate clearly with stakeholders and team.
Language skills:
Proficiency in English. French would be an advantage.

Annual salary: (Net of tax)
56,198.00 USD
60,205.00 USD with primary dependants
Post adjustment: 106.20 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
