Organizational Context:
Under the general supervision of the Director General (DG) of the Universal Postal Union (UPU) International Bureau (IB), the incumbent will perform the following tasks:
1) Design, develop and formulate strategies, policies and guidelines covering the programmes he/she is in charge of and makes decisions on operational matters in conformity with the UPU Acts.
2) Provide sustainable and authoritative expert advises on the development of appropriate technology to meet operational needs and improvement of the quality of service.
3) Initiate, plan, coordinate and direct, through subordinate managers, the programmes and activities of functionally specialized units in the accomplishment of tasks aimed at achieving the UPU objective of improving the interoperability, quality and efficiency of the three dimensional postal network. The purpose is to keep the sector relevant to the constantly evolving market and customer needs.
4) Represent the organization, act as the Postal Operations Council (POC) Secretary and coordinate liaison with representatives of member countries during major events (Council of Administration (CA), POC, Congress).
Main duties:
1) Strategic duties

1.1. As a member of internal committees
- Make recommendation in the areas of general strategy and policy, operations, budget and resources, staff management etc.

1.2. As Director
- Design, develop and formulate strategies, policies and guidelines and ensure their implementation after approval by the UPU bodies in the areas of operations and technology. The projects cover key areas such as quality of service, security, standardization and certification, letter mail, parcels, postal payment services, customs, airmail, addressing, express mail service (EMS) and technology.
- Initiate research and analyse on quality of service results and develop strategies to improve quality of service including the use of technology and UPU standards.
- Supervise cross-directorate projects under his/her responsibilities.
- Build and strengthen partnerships internally and externally, including organizations in the industry on matters under his/her responsibility ( e.g., WCO, IATA, UNODC,IAEA, CEN, ISO, WSBI,INTERPOL etc).


2) Management of the directorate

2.1. Project formulation and implementation
- Identify priorities and strategic projects within the different programmes and units of the directorate; supervise and coordinate their efficient and timely implementation pertaining to improvement of quality of service, extension of the worldwide electronic payment network, standardization, addressing, letter mail, parcels of EMS unit and Postal Technology Centre (PTC) and ensure their overall consistency and convergence with the strategy.
-Coordinate with the Development Cooperation Directorate (DCDEV), PTC, EMS on implementation of regional projects to improve quality of service for letters, parcels and EMS and to develop electronic payment service.

2.2. Implementation and coordination of ongoing activities
- Provide authoritative and substantive technical expertise and make decisions on issues relating to the activities of the Directorate.
- Ensure that programme and unit activities are carried out in line with the organization strategy to achieve the UPU objective of improving the interoperability, quality and efficiency of the three dimensional postal network namely: physical, electronic and financial network.
- Develop and implement procedures improvement in order to improve workflow and productivity.
- Coordinate the development of Electronic Data Interchange (EDI) messages and promote their use with Airlines and Customs Organizations.

2.3. Resources and administrative matters
-Oversee administrative matters necessary to the functioning of the Directorate, including:
a. Supervising the preparation of the budget to ensure the optimum use of resources (financial and human resources (HR)).
b. Reporting to the DG on the Directorate's performance in the context of a results-based management.
-Create an empowering and motivating environment.
-Develop a high performing team of experts motivated to seek innovation and deliver excellence.
-Anticipate trends in financial and HR needs and develop internal capacity to meet evolving programme delivery requirements.


3) Responsibility to the UPU bodies (Congress, POC, Telematics and EMS Cooperatives)

3.1. Congress and POC
- Act as Secretary of the POC, and its Management Committee, assist the POC Chairman and the Secretary General and ensure that meetings of the POC and its bodies are properly planned and organized.
- Act as Secretary of the Congress for one or several committees as decided by the IB Management.
- Act as Secretary of the POC constitutive meeting at Congress.
- Advise UPU bodies in the areas of operations and technology.

3.2. Telematics and EMS Cooperatives
- Participate in the meetings of the Management Boards of the Telematics and EMS Cooperatives, give guidelines and advice in decisions to be taken in conformity with UPU Acts.
- Ensure that meetings are properly prepared with other concerned directorates.


4) Communication/relationship with designated operators and other external partners, on behalf of the DG
- Ensure in collaboration with the Director for Economic and Regulatory Affairs, that communication to the designated operators is consistent with the Regulations of the UPU Convention and the UPU Postal Payment Services Agreement.
- Maintain high-level contacts with designated operators with regard to their conformity to standards and their participation in the further development of specific new standards and ensure coordination/communication of standardization activities with the UPU members in general and in particular through POC, CA, and external organizations with which the UPU maintains formal relationships.
- Represent the Organization in relations with associated UN agencies and coordinate liaison with representatives of designated operators or countries in areas of operations and technology to ensure maximum efficiency.
QUALIFICATION AND SKILLS REQUIRED
Education:
University degree (Master's degree or equivalent) in economics, business management, engineering or related fields.
Experience:
At least 10 years of relevant experience at a senior management level in postal sector.
Technical knowledge:
- Very good knowledge of postal operations such as quality of service, security, standardization and certification, letter mail, parcels, postal payment services, customs, airmail, addressing, EMS.

- Very good knowledge of postal sector trends at world-wide level in above-mentioned areas.

- Global and cross-project management skills.

- Budgeting knowledge and organization skills.

- Business presentation skills.
Skills and abilities / competencies:
- Leadership: ability to lead and manage staff, delegate and coordinate their activities while keeping them motivated is a key requirement.

- Ability to identify key strategic issues and provide strategic priorities.

- Ability to drive UPU to a successful future, demonstrating a broad-based understanding of the increasing complexity of operations and technology issues and activities.

- Good interpersonal skills and client orientation.
Language skills:
Proficiency in English or French. Knowledge of the other language would be an advantage.

Annual salary: (Net of tax)
103,177 USD
112,309 USD with primary dependants
Post adjustment: 106.20 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
