Organizational Context:
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
The postal sector has been confronted with far-reaching changes over the past few years. It has become essential for Posts to apply the latest technology in order to respond effectively to their customers' evolving needs. As the premier supplier of IT solutions, applications and services that facilitate the delivery of international and national postal services, the UPU's Postal Technology Centre (PTC) aims to provide a link between technology and the needs of the postal industry.

Main duties:
1 Technical account relationship and product management
The successful candidate will be responsible for a portfolio of accounts relating to a line of software applications (products). The TAM serves as the interface between the users of the application and the software development team. The role is to understand users' needs and to specify in detail what has to be developed in the software, for what costs and according to what timeline. He or she will need to work in close cooperation with other TAMs working on system deployment. His/her main duties will be as follows:
- Collect and analyze business requirements - Develop detailed functional specifications/functional design - Evaluate project costs, deliverables and deadlines, and prepare financial offers for users - Be responsible for functional consistency of the product. Maintain a vision for the product - Keep abreast of the relevant regulations and standards applicable to the product, and where appropriate propose changes to these regulations and standards - Be responsible for the management and coordination of second-level support for his/her accounts - Maintain the CRM database for his/her accounts
2 Project and quality management
- Develop a project macro plan - Contribute to the setting up of the software development project - Maintain the overall release plan for the product - Monitor project quality (conformity of the final software with the functional specifications) - Be responsible for the quality of deliveries to the end users (work closely with the test and quality manager to ensure that deliveries are duly tested according to the plan)

QUALIFICATION AND SKILLS REQUIRED |
Education: University degree in computer science, engineering or related fields |
Experience:
Previous experience as a technical account manager is desirable; however, applications from beginners can also be taken into consideration

Technical knowledge:
- Knowledge of Microsoft SQL Server (ability to install/configure, make queries in T-SQL, use the profiler)
- Systems administration: Microsoft Windows Server 2003/2008, Windows 7 and 8 (application configuration, file system, file synchronization, Windows Services, Task Scheduler, Event Viewer)
- Networking: Internet Information Services, knowledge of ASP.NET applications, FTP, VPN
- Security: PKI, encryption and digital signatures

Skills and abilities / competencies:
The candidate must be focused on customer satisfaction: a results- and quality-oriented attitude is essential. The position may require some travel abroad. Other requirements:
- Ability to understand users' needs and to translate requirements into functional design
- Ability to acquire strong functional knowledge about a large software application- Interpersonal/human relations skills
- Strong writing skills in English
- Good presentation skills
- Influencing and negotiation skills
- Project management skills
- Experience of the money transfer business or postal operations will be a plus
- Ability to work as part of a multicultural team

Language skills:
Perfect proficiency in English. Ability to communicate in French and other languages used in the United Nations system would be an advantage.
