Organizational Context:
The Universal Postal Union (UPU), with its headquarters in the Swiss capital Berne, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.

Under the supervision of the Programme Manager, the incumbent provides analytical information and participates in project monitoring in the field of electronic postal services in the context of markets and product development at an operational level.
Main duties:
1. Support in markets development (20%)
- Participates in the preparation of analytical and strategy-oriented studies/reports for the growth of e-commerce among UPU member countries, by consulting internally and externally on experiences and innovations in digital communications, digital networks, identity management and electronic data interchange.
- Undertakes research and analytical studies on the digital economy, its applicability to the postal sector, and its impact on postal strategies, products and services.
- Assists in drafting documents for information to Council of Administration (CA) and Postal Operations Council (POC) groups, and to the International Bureau (IB), on trends and issues related to information and communication technology (ICT) developments, innovation, e-commerce, and the Information Society.

2. Support in development of new products and services (30%)
- Researches ICT-leveraged postal products and services; assists in the assessment of their market and business development potential, particularly cross-border; determines the transferability of technologies and techniques.
- Assists in the study and draft analytical paper on the potential impact of electronic postal services on universal service definitions and obligations.
- Consults with internal and external experts on standards and postal technologies related to mail, express, parcels and e-commerce.
- Collaborates internally on issues that may have regulatory implications.
- Collaborates with CA and POC groups on innovative/new products and services.

3. Project monitoring (in coordination with DOT and DCDEV) (20%)
- Assists in the preparation of documentation for pilot projects in the field of e-communication, Internet domains, identity management, e-commerce and other electronic postal services.
- Implements and monitors progress of pilot projects.
- Drafts comments on designated aspects of project progress as an input to programme monitoring.
- Identifies problems and proposes corrective actions as necessary to ensure achievement of project objectives.
- Maintains project documentation.

4. Facilitation of UPU work groups (20%)
- Assists with the organization and management of POC and CA groups dealing with electronic postal services and e-commerce, including the preparation, translation and distribution of documents, reports, minutes and questionnaires.
- Assists with the organization of international events.
- Assists group chairs in their analyses related to studies and projects.

5. Communication (10%)
- Assists in the development of ongoing contact with ICT communities and the UN Group on the Information Society for networking and to advance the implementation of the UPU strategy, clarifying the UPU's role and activities in this field.
- Supports in various ways the UPU's involvement and visibility in electronic postal services; participates in conferences and events.
- Ensures the flow of information within the IB regarding the digital economy, in particular electronic postal services.
- Maintains relevant pages on the UPU website.
QUALIFICATION AND SKILLS REQUIRED
Education:
First-level university degree (bachelor's or equivalent) in information technology (IT), management of IT, e-commerce, business administration or engineering.
Experience:
With first-level university degree:
At least two years' experience in commercial project management.

or

Without a first-level university degree:
At least eight years' experience in commercial project management at the UPU or in another UN agency or in the postal sector
Technical knowledge:
- Experience in deployment of ICT projects from a strategic development and marketing perspective.
- Well-developed research and analysis capabilities.
- Knowledge of electronic postal services.
- Knowledge of the postal sector.
- Demonstrated ability to meet ambitious objectives and obtain results.
Skills and abilities / competencies:
- Excellent oral and written communication skills.
- Ability to work across many cultures in different stages of economic development.
Language skills:
Perfect proficiency in English and the ability to communicate in French. Knowledge of other languages, particularly those used in the UN system, would be an asset.
Annual salary: (Net of tax)
46730 USD
49821 USD with primary dependants
Post adjustment: 104.9 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
