Organizational Context:
Under the supervision and guidance of the Director, leads and manages the activities of the Quality Service Fund (QSF)
Main duties:
1 Duties relating to the QSF Board of Trustees:

- Acts as Secretary of the QSF Board of Trustees at its meetings, carrying out such tasks as briefing the Chairman and providing support to Board members during these meetings.

- Organizes quarterly meetings of the Board (prepares timetables and agendas, prepares and presents documents, supervises the physical organization of these meetings (including invitations), coordinates the selection of topics with the International Bureau directorates concerned and the host countries, and drafts reports).

- Proposes to the Board the various subjects to be dealt with.

- Seeks and presents possible solutions concerning the specific situation of the projects or of beneficiaries in difficulty.

- Drafts documents or reports needed for UPU meetings (Postal Operations Council (POC) and Congress).

- Organizes the election of the Chairman and Vice-Chairman of the Board.

- Establishes and proposes to the Board the selection criteria for the QSF Award, and lists the projects that have received this award.


2 Activities connected with the management of QSF projects

- Analyses new QSF files, contacts the national, regional and global coordinators concerned for purposes of clarification, and prepares summary sheets for the Board.

- Selects the projects that can be submitted to the Board for "fast-track" approval.

- Authorizes the dispatch to the parties concerned of notifications approving, rejecting or deferring projects.

- Analyses replies from beneficiaries following conditional approvals, and authorizes unconditional approvals.

- Supervises the implementation of projects processed by his/her assistants (monitoring of work, approval of reports, suggestions to the Board, etc.).

- Manages project change requests (analysis, green light within the scope set by the Board, presentation to the Board with commentary).

- Approves the analyses of calls for tender and authorizes payments for projects.

- Checks the financial audits prepared during presentation of the financial reports.

- Analyses and comments on the final reports of projects.

- Organizes and supervises the evaluation of completed projects (search for and selection of evaluators and analysis of the reports and information provided).


3 Responsibilities regarding information (including QSF Practical Guide) and publications.

- Organizes the annual QSF information seminar held at the International Bureau (content, planning, invitations and logistical preparation).

- Proposes amendments to the Deed of Trust or the Project Management Manual considered necessary, in conjunction and agreement with the Board and the POC.

- Coordinates and organizes the work undertaken to update and recast the QSF Practical Guide.

- Supervises and ensures the updating of QSF publications, information on QSF activities, tools and rules and procedures (paper and electronic versions, both internal and public).

- Designs and prepares QSF project templates to be published on the Internet.


4 Training activities

- Designs training modules as needed.

- Coordinates training activities (content, planning and logistical preparation).

- Ensures the training of participants.

5 Activities relating to QSF financing.

- Prepares and proposes the Trust budget for approval by the Board of Trustees.

- Authorizes expenses for project evaluation missions and any expenditure relating to the QSF operating budget.

- Participates in meetings of the QSF Finance and Investment Committee.

- Checks and sets monthly amounts needed for project-related payments.


6 Leading the QSF team

- Leads and motivates the team on the basis of regular service meetings.

- Sets annual objectives, supervises staff and their work, monitors the progress of work and evaluates performance.

- Ensures the further development of his/her colleagues.

- Manages leave and absences and, where necessary, manages overtime, replacements or support staff and recruitment procedures.
QUALIFICATION AND SKILLS REQUIRED
Education:
University degree (Masters level) or diploma from an equivalent educational institution in economics, financial management and accounting or international relations or corporate management
Experience:
Seven years' experience in positions of responsibility with a designated postal operator or in a United Nations agency or organization.
Technical knowledge:
- Excellent knowledge of the QSF rules and regulations.

- Sound knowledge of solution-finding and project implementation techniques.

- Sound knowledge of project management techniques.

- Very good knowledge of UPU policy and strategy, and of development cooperation.

- Very good knowledge of regional economic and political situations.

- Good knowledge of techniques relating to finance, impact assessment, accounting and management control.

- Good knowledge of the rules and procedures, cooperation mechanisms and operating systems of the UPU's various bodies, including the QSF Board of Trustees.

- Knowledge of drafting and written communication techniques, and how to give oral presentations.

- Knowledge of Word, Excel and PowerPoint programs.
Skills and abilities / competencies:

- Rigour and precision in his/her work.

Language skills:
Perfect proficiency in French or English and the ability to communicate in the other language. Knowledge of other languages, particularly those used in the United Nations system, would be an asset.
Annual salary: (Net of tax)
USD67483
USD72467 with primary dependants
Post adjustment: 102.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
